Dieter LEWIS is a detective  with an edge.
He reads minds!  Trouble is, most of what he reads in people
is all the garbage coventional to a
sick and waning society.

He uses his unique power to seek out
a Road Rage Killer, STANLEY, a deranged psychopath
who gets his kicks running ordinary people off the road and
causing them to have fatal accidents.

Stanely is onto Lewis.

He's going to make the cop's life a nightmare on wheels.
To top things off , other cops avoid Lewis big time.  Many of them
have so much to hide.  Lewis struggles alone.  He's a cop who's
lost the will to serve and protect.  Stanley intends
to open his eyes.

Just before he kills him.
